The Conclusion of the Conference on "Good Governance of the Security Sector in the Arab Region"
The participants at the 1st Regional Conference in the Arab region on "Good Governance of the Security Sector in the Arab Region: the role played by civil society?", held in Amman, Jordan, in cooperation with the Institute of Law at BZU, and in coordination with the Foundation for the Future in Amman, and the Geneva Center for Democratic Control of Armed forces, recommended the need to take the broad concept of security sector departments and the various security agencies and not just the police. They also recommended considering security as a public service, which requires researching aspects of the service and how to provide it, and the need for security sector to disseminate information to facilitate the task of the media, especially information useful to the public, in addition to the collaboration of civil society institutions with the security forces at all levels ( legal departments, media departments, training) to build the confidence necessary to develop the security sector and to enhance the contribution of civil society institutions to governance of this sector.
The participants also stressed the importance to work on building a network of organizations and NGOs working in the area of governance in the security sector and the need to provide all forms of support necessary for the network to conduct a series of joint activities in this field, and to submit recommendations to the League of Arab States and to the meeting of the Council of Arab Ministers of Interior.
The Former Jordanian Prime Minister, Dr. Taher Al-Masri valued the efforts undertaken to ensure the success of this conference manifested in bringing together experts, those concerned and officials from throughout the Arab region, emphasizing the importance of promoting participatory action between governments and civil society institutions in various areas related to governance of the security sector, and the exchange of experiences and expertise between the Arab countries and among experts from the region
The Director of the Foundation for the Future, Ms. Nabila Hamza, thanked all those who contributed to the success of the conference, including the organizers, sponsors and coordinators, and valued the efforts of the speakers, participants, chairpersons and rapporteurs. She also thanked HE Mr. Naif Al-Qadi, Jordanian Minister of Interior, HE Dr. Kamel Abu Jaber, Former Jordanian Foreign Minister, Dr. Mohammed bin Ali Kuman, Secretary General of the Council of Arab Ministers of Interior and the Palestinian Minister of Interior, Sa'id Abu Ali, and the Former Lebanese Minister of Economy, Professor Damen Katar.
Ms. Hamza stressed the need to define the concepts of "civil society", "security", and "community and human security", and to build a mechanism for dialogue and bridges between the security sector and civil society. She also emphasized the need to strengthen the role of women in the security institution, both in terms of its entry to the institution within the various levels, or taking into account the concerns and needs of women.
The Director of the Institute of Law at BZU, Dr. Ghassan Faramand, emphasized the importance of continuing to organize such conferences as a way to promote open debate and new channels of communication between the institutions working in the security sector. He added that "the involvement of civil society in the concept of community security is the real motivation for an exchange of experiences between the civil society organizations and the security sector, leading to the formation of a common vision that help in shaping the role that should be played by the civil society, whether it is a supportive role or a monitoring one." Dr. Ghassan explained the impossibility of talking about the security and good governance under occupation, referring to the specialty of the Palestinian situation, since "The Palestinian people are in the process of national liberation, and the displacement of more than half of its people outside their homeland, and still they continue to strongly face the Zionist colonial project. "
The President of the Middle East and North Africa at the Geneva Center for the Control of Armed Forces (DCAF), Mr. Arnold Lowaithold, , described the need of the Arab World to look at comparative international experiences, not simply to know about but also to benefit from them. He stressed the importance of the experience of Indonesia, Pakistan and South Africa, and urged the participants to take immediate steps and initiatives, and especially since this conference has gathered many of the experts, decision makers and donors.
The Director General of the Arab Center for the Development of the Rule of Law and Integrity in Amman, Lawyer Reem Abu Hassan, presented the general report by the sessions' rapporteurs , which included the final recommendations of the conference, divided into three sections: I. Recommendations and proposals pertaining to the civil society and its role in good governance of the security sector. II. Recommendations and proposals relating to the security sector. III: General recommendations.
